The brief

This Market Engagement exercise introduces the London Borough of Tower Hamlets’ (LBTH) Mayor’s Accelerated Housing Programme (MAHP), one of the largest and most ambitious housing delivery programmes in the UK.

Taking a portfolio-based approach, the MAHP has been established to accelerate the delivery of high-quality affordable and family-sized homes across 42 Council-owned sites over the next five plus years.

By taking a programmatic approach, the MAHP moves away from a more traditional, piecemeal, site-by-site and sequential approach to housing development, by moving ahead at scale and with pace.

The overall programme currently comprises 42 housing development sites with the potential to deliver in excess of 3,300 homes, including a portfolio level 51% affordable housing overall.

The Council’s objectives are to: • Unlock the value of underutilised Council-owned land • Accelerate the delivery of genuinely affordable homes (addressing housing need) • Promote consistency in design quality, sustainability and delivery • Promote equality, economic opportunity and health and wellbeing • Establish a repeatable and efficient delivery model • Create long-term strategic relationships with delivery partners, including SMEs The 42 sites are being brought forward though planning and into delivery in ‘batches’ of 9+ sites at a time.

There will therefore be two or three rounds of procurement over the next 6-9 months.

The current batching arrangements are set out in section 2, below.

The most immediate opportunity is for the nine housing development sites and 340 homes in Batch 1.

This will be the primary focus of our Engagement Event on 4th August.

The estimated value is for Batch 1 only.
