Following the completion of the initial PME exercise, Places for People (PfP) has reviewed the findings and key market insights gathered from suppliers across the fleet management sector.
The outcome of the previous engagement provided valuable feedback on supplier capability, market capacity, innovation, and prevailing service delivery approaches.
Building on these findings, PME 2.0 has been developed to take a deeper and more targeted exploration of the market.
The purpose of this exercise is to move beyond high-level market understanding and gain detailed insight into specific areas that will directly influence the development of the future procurement strategy.
In particular, PfP is seeking to understand supplier perspectives and capabilities in relation to potential Lot structures, commercial and pricing models, contractual flexibility, and the application of performance management frameworks.
This will enable PfP to assess how different procurement approaches may impact supplier participation, competitiveness, service quality, and long-term value delivery.
As part of its procurement strategy development, PfP has made the decision to progress towards a competitive and flexible tender process.
Recognising the evolving nature of fleet management services and the importance of maintaining market competitiveness throughout the contract lifecycle, PfP is seeking to ensure that the future procurement model encourages innovation, scalability, and supplier engagement while delivering measurable value and service excellence.
To support this approach, PfP has also developed a series of proposed Key Performance Indicator (KPI) metrics designed to test market capability, establish achievable performance expectations, and understand how success should be measured following contract award.
Supplier feedback on these KPIs will be used to validate performance targets, assess market maturity, and ensure that any future contractual requirements are both ambitious and deliverable.
The information gathered through PME 2.0 will play a critical role in refining the procurement strategy, shaping the tender documentation, and ensuring that the future fleet management contract reflects both PfP’s operational requirements and current market best practice.
