Knowsley Metropolitan Borough Council (KMBC) wishes to commission consultants to develop a master plan and Supplementary Planning Document (SPD) for Huyton Town Centre.
This document constitutes the tender brief and outlines the Council's requirements relating to the completion of this commission.
Whilst the principle focus should be the area within the town centre boundary consultants are also asked to look outside at the wider area that may impact on, or have an external influence on, the town.

It is your responsibility to ensure that the completed submission is uploaded successfully on The Chest by the deadline specified below: Deadline for Questions in relation to this RFQ: 12th May 2015 Deadline for Submission of this RFQ: 15th May 2015 Clarification meetings date for this RFQ: 3rd June 2015 Inception meeting and contract start date : 15th June 2015 Final masterplan SPD to KMBC date: 25th January 2016 Bidders must ensure that all documentation is received on time.
Please bear in mind fluctuations in connectivity or the uploading of larger documents can mean that the process takes longer than anticipated.
Any questionnaires submitted or submitted incomplete by the stated deadline time and date will be discarded.
It is the responsibility of the bidder to meet the deadline.
In submitting your quotation you agree to contract on the Council's own terms and conditions.
Due to the Council's obligations of fairness and equal treatment to all bidders it cannot accept amendments to its terms and conditions or alternative terms and conditions.
If you seek to amend the Council's terms and conditions or submit alternative terms and conditions the Council may reject your quotation.
