The brief

The Borough Council of Bolton ("the Authority") is seeking tenders to establish a comprehensive Professional Services Framework to support both current and future requirements across Capital Projects and Operational Estates.

The Framework is intended to provide access to a broad range of technical disciplines required to deliver planned and prioritised works, lifecycle investment planning, statutory compliance, due diligence, feasibility studies, and comprehensive Condition and Asset Surveys across the Council's property portfolio.

The Framework will ensure that the Council can draw upon suitably qualified and experienced professional consultants across the built environment to support strategic asset planning, project development, statutory compliance, capital programme formation, and evidence based decision making.

The Framework is broken down into the following Lots: Lot 1 - Building Fabric and Ground Condition Surveys Lot 2a - Architect Services Lot 2b - Heritage Architects Services Lot 3 - Mechanical, Electrical and Building Services Asset Surveys Lot 4 - Quantity Surveying, Cost Planning, and Commercial Support Lot 5 - CDM and Principal Designer Services Lot 6 - Structural and Fire Engineering (as required) Lot 7 - Multidisciplinary Consultancy This Procurement is being conducted in accordance with the Procurement Act 2023, using the Closed Framework Procedure.

It is intended for the Framework to commence 2 November 2026 for a period of 4 years, subject to the information, specification and tender package enclosed.
