The brief

Please see the specification documentation (Annex A, comprising: A.1 - Housing Management Specification; and A.2 - Project Brief) for a description of the requirements.

It must be underlined, that the Authority is not seeking a concept, design, drawings etc. for the purpose of this tender exercise; rather, it is seeking to discern a partner with whom the Authority can collaborate - post-award - to develop and design the project (and then subsequently manage the building).

The Preferred Bidder will exclusively fund the development and ongoing housing management requirements.

Bidders must be a Housing Association in accordance with the 1985 Housing Act, chapter 69 Part 1, and provide a 'housing management service in accordance with the 'managed properties' category as referred within the Housing Benefit Regulations 2006 No 213, Part 8A, Regulations 75H, and in accordance with the 'managed properties' category under the Housing Benefit Circular HB A8/2014.

The Authority shall be awarding a lease under this procurement process (250 years) and is not relying, at this juncture, on the exemptions carved out in the Procurement Act 2023 (specifically Schedule 2, Part 2, Section (8)(1)).
