The brief

Halton Borough Council is pleased to offer an exciting opportunity for appropriately qualified and experienced providers to implement a wide-ranging review of Early Years within the borough, including the production of recommendations supported by robust evidence to address identified issues.

Attainment against the Good Level of Development (GLD) measure at the end of the Early Years Foundation Stage in Halton is poor within a context of strong achievement in related outcomes (i.e.

Ofsted judgements of settings).

The trend demonstrated over time is one of local improvement that is, however, insufficient to narrow the gap between Halton and national scores.

We wish to commission a robust and searching review that will consider, assess, analyse and make recommendations for improvement in relation to a broad range of factors that contribute to Halton?s GLD scores.

The scope of the review will encompass all early years settings in Halton, including childminders; schools; parents; carers and families; local authority support for early years including it?s organisation and management; and public health and community health services? support across the sector.

The scope that has been proposed is not exhaustive and providers are invited to submit their own suggestions to enhance the review process and outcomes.
