The brief

he Quality Management System (QMS) framework has been developed between July and December 2016 providing a QMS manual and initial policies for priority areas.

This contract will be awarded to complete implementation of the QMS by producing policies for all core work areas, as well as procedures and workflows where required.

Applicants will be required to: • Implement a Quality Management System (QMS) to ensure that the Screening Quality Assurance Service (SQAS) delivers a consistently high quality service at all times.

This would cover service policies (QA visits, incidents, QA visit reports, data & intelligence etc.) and corporate policies (finance, recruitment, professional & clinical advisors, sharing information etc.).

For each of these areas, we require a policy, procedure(s) and workflows/work instructions as appropriate.

The QMS manual and initial policies for priority areas within the framework have been developed between July and December 2016 - this contract will be awarded to complete full roll-out between January to March 2017 • Train and support PHE staff to deliver the wider training and development required to implement and operate in line with the QMS framework across SQAS.

This includes both training staff to implement QMS documentation (e.g. new policies, procedures and work instructions) but also upskilling our teams (both the national team and the newly operating network of Quality Champions) to manage and continuously improve QMS.

This involves facilitation training, process-mapping and setting up of effective governance structures to oversee this work for the long-term.
