To support strategic workforce planning (effectively managing the workforce, focusing on having the right people, with the right skills, in the right roles, at the right time, and at the right cost) and to inform the development of a three year Learning and Development Plan (2026-2029), we need robust, organisation wide insight into current workforce skills and future capability needs.
At present, we do not have a unified approach for assessing skills, which limits our ability to identify common themes or prioritise investment effectively.
We are looking to procure a specialist supplier to design and deliver a Skills Gap Analysis exercise tailored to our organisational structure, job families (a group of roles that involve similar types of work, require similar skills, or follow a similar career path) and the currently used Civil Service competency framework.
The exercise will: •Provide a consistent assessment of skills at individual, team and organisational levels. •Identify common capability gaps across directorates, enabling targeted planning and resource allocation. •Generate high quality evidence to shape the 2026-2029 L&D plan.
