The brief

The Borough Council of Newcastle-under-Lyme is seeking to engage with market providers to investigate the possibilities to deliver a resale stock service at the Councils leisure facilities Jubilee2 and Kidsgrove Sports Centre.

The Council is interested in engaging with providers who might be in a position to offer: A) The supply of the following resale items as a minimum for sale online or at the leisure facilities: 1.

Swimming: A range of googles, arm bands, nose clips, swim socks, floats, woggles, swim caps, swimwear.

2.

Fitness: Gloves, exercise matts, protein bars, nutrition shakes/powder, towels, sport swear.

3.

Merchandising: water bottles, gym towels, bags.

B) The Provision of pop up shops at during open days and sporting events throughout the duration of the contract.

This should be administered in a transparent way and the Council would receive a percentage of gross turnover from sales made at the event.

C) Provide the Council with the opportunity to sell products online without the Council directly holding stock.

This should be administered in a transparent way and the Council would receive a percentage of gross turnover from online sales.

D) Provide support for specific marketing campaigns, i.e. school holidays, swimming lesson enrolment, members birthdays etc. to drive secondary spend either at the leisure facilities or online.

E) Provide the opportunity for sale and return where products do not sell.

F) Provide sales training to key staff on an ongoing basis for the duration of the contract.

G) Provide an opportunity for increased discounts to the Council/partners as expenditure increases throughout the duration of the contract.

H) Provide a structured marketing/roll out plan at the launch of the partnership I) Provide regular sales analysis reports on a quarterly basis as a minimum with recommendations on how to drive secondary spend either at the leisure facilities' or online.

J) Provide branding/merchandising opportunities at the leisure facilities This is not meant to be an exhaustive list of service offerings as the Council would be willing to consider further resale opportunities the market provider may wish to develop.
