The brief

Bromford Housing Group Limited, (Parent of the Group) as a central purchasing body on behalf of itself and any of its current or future entities and subsidiaries (together "Bromford") wishes to invite interested organisations ("Potential Contractors") to participate in a procurement process to award a Contract for the reliable Supply of Roofing Works to Existing Homes.

A programme of roofing works will be agreed in advance of each financial year consisting of both planned refurbishments and reactive remedial repairs, all to be major works and mainly replacement of roofs.

The works will include carrying out the survey, design and installation of all roofing and associated works (such as guttering and facia works, chimney works, installation of sun tubes, roof windows and soakaways for rainwater disposal) and roofline products to existing dwellings, garages and any other relevant assets owned or managed by the Employer.

Where necessary due to statutory or legislative requirements, the work may need to be undertaken to other affected properties due to the shared nature of roof junctions and / or chimney flues.

The works will be ordered as turnkey projects with the successful contractor performing a role of the Principal Contractor, including liaison with relevant residents, all enabling works, site preparation, labour, material and all plant, tools, PPE, access equipment (incl. scaffolding) etc.

Types of roofs are usually pitched and flat roofs with finishes of slate, traditional tiles, felt, asphalt, EPDM and metal roofing tiles.

The Contract is to be awarded on the basis of the JCT Measured Term Form of Contract 2016 as amended by Bromford.

The ITT is split into two lots: Lot 1 - North and Lot 2 - South.

A map of the geographical areas of Bromford's operation (and respective split between the two lots) is provided within the ITT documents.

Potential Contractors can choose to tender either for a single Lot 1 or Lot 2 or for both lots.

The Authority reserves the right to award either both lots to a single contractor or each lot to two different contractors based on the most economically advantageous solution.

The incumbent supplier advised Authority that TUPE may apply.
