The brief

The main resource for the delivery of development control/development management services is through the salaried workforce.

However, to supplement that resource and provide increased responsiveness to workload variations the Councils will, through this framework, engage non-salaried planners and/or professionals from time to time for specific contracts.

It should be noted that the terms of this Invitation to Tender do not imply either exclusive award of any Contract, or that eligible users will necessarily be invited to take part.

Contractors are invited to bid Outline Requirements: The processing of planning and related applications and pre-application enquiries including ensuring all statutory requirements have been met; negotiating amendments to secure high quality schemes and make schemes approval where possible; make a recommendation including conditions and reasons.

Investigating allegations of breaches of planning control; liaising with other departments and agencies to secure compliance with good planning practise; negotiate a resolution of a breach; drafting Notices.

Managing projects or undertaking work to improve processes and procedures within development control/development management.
