The brief

London Borough of Haringey ("the Council") invites suitably experienced and qualified Service Providers to tender for the provision of Ex-Offender Supported Accommodation Services.

The Council, in partnership with the National Probation Service, is commissioning 25 units of supported accommodation for ex-offenders aged 18 and over.

This service aims to provide a flexible, person-centred model that helps individuals transition smoothly from the criminal justice system into independent living.

The service will operate across multiple locations in Haringey, delivering an average of three hours of tailored support per client per week, with at least two hours dedicated to one-to-one sessions.

Providers must demonstrate expertise in working with adults and younger adults, ideally with experience supporting those who have been in the care system.

The service will address complex needs such as substance misuse (including pre-contemplative clients), low to medium mental health and learning difficulties, and chaotic lifestyles, including anti-social behaviour.

Accommodation and support will be offered for up to 18 months, with clear protocols for cases requiring extended stays.

To ensure continuity and responsiveness, the service will provide out-of-hours support and on-call cover, enabling clients to engage in meaningful activities while receiving the help they need.
