Brief Description of Requirement There are fundamental changes taking place within the energy markets, which will see new sectors, technologies, and services.
In response, Government and Ofgem jointly published a Smart Systems and Flexibility Plan to upgrade our energy system.
This Plan is an important part of the Government's Industrial Strategy and a core component of Ofgem's future-facing work to enable the energy system transition.
It is supported by the Government's significant increase in public research and innovation spending, including on new storage technologies.
The Clean Growth Strategy stated that the Government, Ofgem and industry will implement the 29 actions set out in the Smart Systems and Flexibility Plan.
The upfront capital invested in electricity network infrastructure and the operational cost of running network systems are recovered via network charges to electricity consumers.
These network charges are complex.
Different generators and consumers utilise the electricity networks to different degrees depending on scale, time and location.
As a recent ULC research report, commissioned by the Aldersgate Group, shows, "the design of network Produce a report, explaining the various current network charging designs, in particular how these charges are broken down by location, consumer characteristics, type and size of grid connection, consumption profile and timing of consumption and estimating how these network charges translate in average retail electricity prices of the different consumers group identified.

This contract will be awarded based on the evaluation criteria set out in the ITQ / RFP document.
