Tender meaning: what a tender is

A tender is a supplier's formal, priced offer to supply goods, services or works, made in response to a buyer's invitation — and, by extension, the competition the buyer runs to choose between offers. In UK public procurement the buyer advertises in a tender notice, suppliers submit tenders, and the contract goes to the most advantageous tender.

How a UK public tender runs, step by step

Under the Procurement Act 2023 each stage of a public tender has its own notice on Find a Tender, all linked by one procurement identifier.

    Public tenders are published on Find a Tender; RFP Quest reads every notice and matches the ones that fit you.

    Qualify

    Read the conditions of participation first — insurance, accreditations, financial standing. Fail one and nothing else is scored.

    Respond to the scoring

    Answer each question against its criterion and weighting, with evidence the evaluator can check.

    Learn from the result

    Under the Procurement Act every assessed supplier is told its score — win or lose, it is the brief for the next bid.

In procurement, a tender is a supplier's formal, priced offer to supply goods, services or works in response to a buyer's invitation. The word is also used for the whole competitive process — “the tender” — that a buyer runs to choose between offers.

The buyer advertises the opportunity, publishes the tender documents, answers clarification questions, receives tenders by a deadline, scores them against published award criteria, and awards the contract. Under the Procurement Act 2023 each stage has its own notice on Find a Tender: UK4 for the tender, UK6 for the award, UK7 for the signed contract.

A quote is a price for a need the buyer has fully specified, usually chosen on price. A tender is a formal offer in a competitive procedure, usually scored on quality as well as price. See RFQ meaning.

The advertisement of a public tender. Under the Procurement Act 2023 it is the UK4 notice on Find a Tender, “published to advertise for tenders or requests to participate using a competitive tendering procedure” (Find a Tender).

On Find a Tender, the central digital platform, for every new procurement since 24 February 2025 — above threshold, and below threshold from £12,000 for central government or £30,000 for other buyers, including VAT (Scotland's below-threshold contracts use Public Contracts Scotland). It is the basis on which the Procurement Act 2023 has buyers award public contracts: the tender that best satisfies the buyer's published award criteria. Those criteria can weigh quality, social value and other factors, not just price.

In practice, yes: UK public buyers usually say tender and invitation to tender where private-sector and international buyers say RFP. The mechanics are the same. See RFP meaning.
