The brief

Newcastle University and Genr8 Kajima Regeneration Ltd are working in a joint venture partnership to develop the 29-acre site of the former Newcastle General Hospital, on Westgate Road in Newcastle's West End supported by Newcastle City Council, NHS trusts and local community stakeholders.

Newcastle University and its Stakeholders will apply, via the Local Authority (as per fund guidance), to the Levelling Up Fund Round 2 and are seeking support in the development of the application/case.

Scope of work to be carried out: In line with the Levelling Up Technical Note: • Ensuring the application will meet the Gateway Assessment criteria • Development of the case for investment • Value for money including: o Evidence demonstrating scale and significance of local problems & issues o Quality assurance of data analysis and evidence o Quantifiable impacts using a suitable model o Methodologies to support assumptions o Economic costs of the proposal o Analysis of monetised costs and benefits o Benefit Cost Ratios (BCR) o Description of non-monetised impacts • Delivery plan including how the outputs and outcomes are demonstrated through a well-evidence Theory of Change (HM Treasury Magenta Book) • Detailed risk assessment • Monitoring and evaluation metrics
