OMNIBUS SURVEY RESEARCH TO IMPROVE IMPACT ASSESSMENT ASSUMPTIONS
The Health and Safety Executive wishes to improve the evidence base for its impact assessment work, by increasing its understanding of: • the routes through which dutyholders become familiar with changes in legislation, • the proportion of businesses which use each route and • the time it takes for different types of business to achieve familiarisation with regulatory change.
Familiarisation costs are often the most significant costs to business of regulatory change and this is an area where the evidence is currently weak and inconsistent.
This work will help us quantify and monetise the costs to business of familiarisation.
We intend to commission a contractor to place around 10 questions on a business omnibus survey, which will cover a representative range of sectors and business sizes (up to around 250 employees), and attain an achieved sample of 1000.
The decision about the award of contract will be made on the basis of the proposals being evaluated with due consideration to the relevance and size of the proposed omnibus survey and cost of the proposed approach.
