When this comes round again

Caerphilly County Borough Council publishes Engineering & Architecture work continuously — 12 notices, roughly one every 46 days. This is a stream to watch, not a cycle to wait for.

81% of Caerphilly County Borough Council’s awards go to a supplier it has used before.

Which is the argument for getting on the list rather than winning this one. The incumbent is rarely the last winner — it is the roster. See the retention odds by category →

The brief

Caerphilly County Borough Council (“the Council”) is undertaking pre market engagement to inform a future procurement for a Local Land and Property Gazetteer (LLPG).

The gazetteer is an address database (spatial and textual) maintained by local authorities to a consistent standard for inclusion in the National Land and Property Gazetteer (NLPG).

The NLPG is a central repository or “hub” for all Local Land and Property Gazetteers (LLPGs) created by local authorities.

All LLPGs must conform with the national standard for the representation of address information, British Standard 7666 (BS7666).

The LLPG must also be fully aligned with the Local Street Gazetteer.

Please confirm how the proposed LLPG solution will provide Caerphilly County Borough Council with a reliable, compliant, and future‑proof foundation for managing property and street data, directly supporting both operational delivery and strategic objectives.

What this notice demands of you

1 named in obligation language, 0 mentioned. Each one is quoted from the notice.

All LLPGs must conform with the national standard for the representation of address information, British Standard 7666 (BS7666).

Matched against the notice text, so this is a floor — the tender pack will demand things the notice never mentions. “Says must” means the quoted sentence itself used obligation language; anything ambiguous is left as a mention.
