The brief

Kent County Council are looking for a supplier to undertake Road Condition Monitoring (RCM) surveys in accordance with PAS 2161 and SCRIM surveys in accordance with BS 7941-1, and to provide all associated survey data and outputs to the Council.

The contract will support the Council's transition from SCANNER and CVI surveys to RCM surveys across the entire highway network.

The contract is to deliver these surveys as an end-to-end service, with surveys undertaken by the supplier, and/or their supply chain, using their own equipment, vehicles and staff.

Although not directly part of this commission, the Council is also implementing a bespoke footway condition survey, to be undertaken by Council staff.

There is the potential for additional support to this in the form of training and/or survey data collection hardware/software being explored further and if possible, added to this commission in future.

The quantities of survey works indicated through the contract cost model (pricing schedule) are not a guarantee of a specific quantity of works.

The Council reserves the right to change the volume of survey work delivered through this contract.

However, without a change in the DfT's RCM reporting requirements, the Council do not currently anticipate needing to make significant changes to the quantities of survey works.
