UK public sector frameworks, compared.

Much UK public buying goes through frameworks: agreements a provider tenders once so that many buyers can call contracts off them. The providers are national — the Crown Commercial Service, now the Government Commercial Agency — and regional or sector-based, such as NEPO, ESPO, YPO and NHS SBS. Here they are, compared by how often UK tender notices name them.

Notices naming each

Frameworks, answered.

An organisation that tenders framework agreements once, on behalf of many public buyers, who then call contracts off the framework without running a full competition each time. Some are national (CCS, now the Government Commercial Agency), some regional or sector-based (NEPO, ESPO, YPO, NHS SBS).

By how often UK tender notices name it, the Crown Commercial Service — now the Government Commercial Agency — leads by a distance, and G-Cloud, one of its agreements, is named more than any regional provider.

By winning a place when the provider tenders the framework itself. Until it reopens you cannot join — which is why the provider's own notices matter more than the call-offs. Under the Procurement Act 2023 some frameworks are open frameworks that reopen during their life.

Counts are UK notices (Find a Tender and Contracts Finder, Open Government Licence v3.0) whose text names each provider, found by the RFP Quest requirement matcher with word-bounded terms. One notice counts once per provider; a notice naming two providers counts for both, so the bars do not add up to a total.

They include the provider's own notices as well as other buyers' call-offs, and they are floors: a notice that uses a framework without naming it is not counted. This page does not count frameworks themselves.
