ESPO — originally the Eastern Shires Purchasing Organisation — is a professional buying organisation owned by six councils, set up in 1981 and now serving public buyers across England, Wales and Scotland through its frameworks and catalogue. Many ESPO frameworks are re-let under the same number with a new year suffix — a lapsing framework is the next entry point.

Every figure is read from UK notices on Find a Tender and Contracts Finder (Open Government Licence v3.0): the sentences our requirement matcher found naming ESPO, one count per notice, joined to each notice's buyer and date.
A notice published by ESPO itself counts as its own. Any other buyer's notice counts as a call-off. Figures are floors: a notice that uses a framework without naming it in its text is not counted.
