PQQ meaning: pre-qualification questionnaire

PQQ stands for pre-qualification questionnaire: a buyer's pass/fail checks on a supplier — legal standing, finances, insurance, experience, accreditations — before or alongside the tender itself. Under the Procurement Act 2023 these checks are conditions of participation, and a supplier's core information is shared once through Find a Tender instead of retyped for every buyer. 248 UK public notices carry it in their title, from 108 buyers.

What a buyer may, and may not, ask at qualification

The Procurement Act 2023 lets a buyer set conditions of participation only where they are a proportionate way to check legal and financial capacity or technical ability — and it rules some asks out.

PQQ, answered

PQQ stands for pre-qualification questionnaire: a buyer's checks on whether a supplier is suitable to bid, before or alongside the tender itself.

The name survives, but the rules have moved. Under the Procurement Act 2023, suitability checks are conditions of participation set in the tender notice and documents, and suppliers share their core information once through Find a Tender. For regulated below-threshold contracts, the Act prohibits this kind of suitability assessment altogether, with limited exceptions for some works contracts.

Under the Act, conditions of participation may test legal and financial capacity or technical ability, proportionately. They may not demand audited accounts from suppliers not required to have them, insurance in place before award, experience with one particular authority, or a qualification without accepting equivalents (section 22).

Under the previous regulations, above-threshold buyers used a standard Selection Questionnaire for these checks. It is the same idea as a PQQ; under the Procurement Act 2023 the checks are conditions of participation.
