Cardiff Council is exploring the procurement of a service provider to support the development, issuance and administration of a Local Climate Bond programme.

The service would provide an FCA-compliant platform and associated services enabling residents and other investors to lend directly to the Council to support climate and sustainability projects.

The Council is investigating whether a Local Climate Bond could provide an additional source of capital financing for projects supporting the One Planet Cardiff Strategy and wider climate emergency objectives.

Potential investment themes may include renewable energy, energy efficiency, building retrofit, EV infrastructure and other low-carbon projects.

The provider may be required to deliver bond structuring and issuance support; FCA compliance and regulatory support; investor onboarding and management; a digital investment platform; marketing and investor communications; administration of interest and repayment schedules; and reporting and performance monitoring.

The provider should be capable of operating within relevant FCA requirements, providing a secure digital investment platform, supporting investor due diligence processes, managing subscriptions and allocations, administering repayments, delivering investor reporting and communications, supporting ESG and climate reporting, and producing management information for finance, treasury and audit purposes.
