The brief

1.The GDC is inviting Tenders for a Digital Transformation Partnership Engagement 2.This procurement is being run as a multi-stage Competitive Flexible Procedure in accordance with the GDC’s obligations under the Procurement Act 2023.

Only suitably qualified bidders from the stage I (PSQ /Participation stage) will be invited to submit a full tender for this opportunity.

3.The GDC anticipates that it will be undergoing significant organisational and service change and transformation in the next 3-5 years.

4.Digital capability, service design, user centred design, digital maturity and technology modernisation are anticipated to be central to improving service efficiency and effectiveness, building resilience, and improving both external and internal user experiences.

5.The new GDC Corporate Strategy 2026-2028 and the forthcoming Digital and IT Sub-Strategy begins the GDC’s transformation, with a specific strategic objective seeking to maximise the effectiveness of our people, our culture and our systems.

6.The GDC has made several commitments in the digital and IT space including considering an IT Target Operating Model, cloud migration strategy and roadmaps, the introduction of Microsoft Co-Pilot and related governance frameworks, a digital academy, review of our omni channels both internally and externally, and vulnerability remediation.

Alongside the delivery of ongoing programmes and projects as part of our business plan(s).

7.The GDC anticipates that a unified digital transformation approach will empower our people, modernise our systems, and enhance our service effectiveness, ensuring that we are a trusted and effective healthcare regulator.

8.The Authority seeks a specialist supplier to support the GDC in assessing, designing, and prioritising transformation opportunities while strengthening internal capability and validating our draft Digital and IT Sub-Strategy.
