02/ The brief

What the notice says

Not fully read: this is the notice text; attached documents are not read.

Tees Valley Combined Authority (the 'Contracting Authority'), part of the Tees Valley Combined Authority Group have undertaken a Further Competition via NEPO 211 Civil Engineering & Infrastructure Works Framework for the delivery of the Middlesbrough and Redcar Active Travel Schemes under the City Region Sustainable Transport Settlement (CRSTS) programme. The works comprise Early Contractor Involvement (ECI) and subsequent construction across a portfolio of schemes. The procurement was split into two Lots:

Lot 1: Middlesbrough and Redcar

•Nunthorpe to Guisborough

•Saltburn Town Centre

•Marske Town Centre

Lot 2: Middlesbrough

•Green Lane

•Stainton Way

TVCA has entered into a Pre-Construction Services Agreement per Lot which provides for Early Contractor Involvement (ECI) services relating to the development of the schemes including support for detailed design development, buildability advice, cost input, risk mitigation and programme optimisation. Subject to successful completion of the ECI phase, agreement of target cost and all required approvals, the Contracting Authority intends to instruct the same contractor to undertake the construction and delivery phase under the NEC4 Engineering and Construction Contract.

The procurement therefore encompasses both the ECI and potential delivery phases of the scheme.

Bidders were evaluated on ECI rates using notional hours provided for evaluation purposes only and a percentage fee for the delivery phase. Actual ECI expenditure may vary depending on scheme development requirements. Subject to successful completion of the ECI phase and the necessary approvals, the Authority intends to award the delivery phase to the appointed contractor under NEC4.

The contract values published within this notice reflect the maximum value of the ECI phase only. The value of the construction phase, and the schemes being taken forward cannot be determined until completion of the ECI activities. Subject to the Authority proceeding to the delivery phase, a subsequent notice will be published following execution of the NEC4 delivery contracts to reflect the value of the construction works.

This notice relates to Lot 2 of the procurement, a separate contract award notice is published for Lot 1 of the procurement.
