The brief

Corserv Solutions Ltd on behalf of Cornwall Housing Ltd are seeking to appoint 2 suitably qualified and experienced contractors to undertake the following works.

The works comprise of Design, Supply, Installation, Testing, Commissioning and Certification required to upgrade 409 domestic flats from an existing Grade D1 Category LD3 fire detection arrangement to a Grade D1 Category LD2 RF-interlinked.

The successful Service Providers shall provide a complete and operational installation in each property, making use of the existing mains powered alarm system where it is suitable for continued service and compatible with the required RF interlinking.

The Service Providers shall satisfy itself at tender stage that it understands the scope, commercial basis, evidence requirements and risks associated with working in occupied homes across a geographically dispersed housing portfolio.

This tender will be evaluated against a 60% commercial 40% quality criteria and will be awarded to either the highest ranking contractor or two highest ranking contractors.

The preference is to appoint two contractors, however the final award may be made to a single contractor where, for example: • there is a significant difference between the evaluated tender costs • only one contractor achieves a compliant tender submission • a contractor cannot demonstrate sufficient resources or capacity to meet the required programme • awarding the full programme to one contractor represents the most economically advantageous and deliverable outcome The final property allocation will therefore be determined following the full commercial and quality evaluation, taking account of each compliant contractor’s price, capacity, proposed programme and ability to deliver the required completion date.

These works will be carried out under NEC4 Engineering & Construction Short Contract (ECSC).
