The brief

Contract Description - Associated British Ports is seeking a suitably experienced marine environmental and consenting consultant to support a key project within the Future Port Talbot programme.

The project involves the phased development of the existing port into a major hub to support deployment and supply chains for Floating Offshore Wind in the Celtic Sea, including port expansion, land reclamation, marine and terrestrial works, and ecological mitigation or compensation Scope of Services - The consultant will lead the marine technical elements of the Environmental Impact Assessment and provide associated support to the project.

Services are expected to commence in October 2026 and support the planned Infrastructure Consent Order.

ABP reserves the right to amend the Contract following award, including but not limited to changes to the scope, duration, specifications, deliverables, service requirements, or value of the Contract, where such amendments are necessary to support ABP's business, operational, or statutory requirements.

Any such modification shall be carried out in accordance with the terms of the Contract and applicable procurement regulations.

By submitting a Tender, Tenderers acknowledge and accept that the Contract may be subject to such modifications during its term.

This procurement relates to works required for the provision and operation of port and transport infrastructure and is therefore undertaken by a utility undertaking under the Procurement Act 2023.

This procurement will be contracted under a NEC4 Professional Services Contract (PSC) Option E
