Open Framework for the Provision of Passenger Transport Services, Preliminary Market Engagement.
The procurement contact named on the official notice.
Herefordshire Council has published 16 Transport Services notices, about every 6 months. On that rhythm the next one is expected around February 2027.
48% of Herefordshire Council’s awards go to a supplier it has used before.
Which is the argument for getting on the list rather than winning this one. The incumbent is rarely the last winner — it is the roster. See the retention odds by category →
Herefordshire Council ("the Council") intends to establish a multi supplier, multi lot open framework for the Provision of Passenger Transport Services to secure transport services to support access to education, social care, public health and wider community services.
Currently, services are procured via the Council's Passenger Transport Dynamic Purchasing System.
Before commencing the procurement, the Council is issuing this Preliminary Market Engagement notice to invite interested suppliers to attend an online market engagement event.
The event will offer an overview of the planned framework, proposed lots and the anticipated procurement timetable.
It will give suppliers the opportunity to understand the requirement and provide feedback based on the requirement set out in the presentation.
Currently it is anticipated that the proposed framework will include 3 lots: • Lot 1 Passenger Carrying Vehicles contracted transport (including an option for provision of passenger assistants) • Lot 2 Hackney/Private Hire Transport (including an option for provision of passenger assistants) • Lot 3 Public Transport

Matched against the notice text, so this is a floor — the tender pack will demand things the notice never mentions. “Says must” means the quoted sentence itself used obligation language; anything ambiguous is left as a mention.
