NIE Networks Limited is conducting Preliminary Market Engagement (PME) to gather insights from the market before initiating a procurement process for Contract S1155 (2027) Facilities Management Services.
NIE Networks Limited would greatly appreciate your feedback in the form of a completed Market Sounding Questionnaire (MSQ) which is available upon request and which should be submitted via PQQ_4691 on e-sourcing NI.
The primary focus of this Market Sounding Questionnaire (MSQ) is to invite interested parties to provide information to assist with NIE Networks Limited consideration of the options available and preparation of the tender process including, without limitation, in relation to market appetite, capacity, capability and perceived risks and opportunities.
The procurement route, tender approach, scope of services and Contract terms required will be further considered by NIE Networks following this PME exercise and engagement with interested parties.
This PME is open to all suppliers and is intended to be a collaborative effort to ensure a robust and successful procurement process.
Suppliers may be appointed to any and all Lots.
Estimated total contract spend for all lots over the 8-year period (including optional 3 year extension) is estimated to be between £4m - £6m.
Lot 1 - £2.18m - £2.67m Lot 2 – £1.34m - £1.61m Lot 3 – £147k - £176k Lot 4 – £345k - £414k It is anticipated that the Lot structure and the scope of services will include: Lot 1 - Facilities Management Maintenance Services The Works and Services in this Contract Lot will consist of planned and reactive facilities management maintenance services in respect of all NIE Networks’ office locations across Northern Ireland encompassing the following key activities: • Minor building repairs and general works and services (inclusive of, but not limited to, fence repairs, minor groundworks, repairs to roofs and guttering, general accommodation moves, repairs to suspended ceilings, small plastering jobs, painting works and internal partitioning works). • Maintenance of roller shutter doors. • General joinery services (inclusive of, but not limited to, fire door replacement; replacement of ironmongery; repairs to kitchen units, office furniture etc.). • General mechanical services and maintenance (inclusive of, but not limited to, maintenance of hydroboilers and above counter hot water tap systems; repairs to sinks, toilets, water pipes, replacement joints etc.). • General electrical services and maintenance (inclusive of, but not limited to, electrical maintenance; fixed wire testing and PAT testing within offices). • Minor Building Repairs and General Maintenance Services (Electricity Substations and Radio Telecommunications Sites) Lot 2 - Facilities Management Capital Expenditure Projects The Works and Services in this Contract Lot will consist of planned facilities management services projects in respect of capital expenditure works at NIE Networks’ office locations across Northern Ireland encompassing the following key activities: • Participation in competitive selections procedures (formerly known as mini competitions) in accordance with NIE Networks’ facilities management capital project requirements. • Management and delivery of projects inclusive of all electrical, mechanical, joinery and small-scale general building works, and associated services, in respect of: a) Office refurbishments inclusive of complete office relocations. b) Refurbishment of existing and/or installation of new kitchen facilities. c) Refurbishment of existing and/or installation of new toilets facilities. d) Installing of new furniture and/or removal of existing furniture. e) Toilet refurbishments in substations. • Installing of new furniture and/or removal of existing furniture If applicable, the Supplier appointed shall ensure any sub-Contractor(s) they require for the delivery of the works have adequate insurances, certifications, accreditations and experience. • The Supplier will prepare a pricing schedule based on the scope of works/specifications provided by the Facilities Management team.
The full terms of the technical requirements such as quality, timescales etc. will be provided. • The Supplier who submits the successful bid will be issued a work instruction awarded the call off contract for such works then manage the works, in coordination with along the Facilities Management team. • Preparing pricing schedules and scopes of works • Managing and coordinating all trades ensuring compliance with CDM regulations as applicable Lot 3 - Legionella and Water Treatment Services The Works and Services in this Contract Lot will consist of Planned Preventative Maintenance in respect of Legionella and Water Treatment Services encompassing the following key activities: 1.
Hot Water Systems inclusive of: a) Monthly temperature checks. b) Temperature adjustments as required to be carried out at the time of testing. c) Annual water samples from calorifiers. d) Annual visual inspection of calorifiers.
2.
Cold water Systems inclusive of: a) Monthly temperature checks at sentinel taps. b) Six monthly temperature checks on tanks. c) Annual inspection of tanks.
3.
Shower Heads inclusive of: a) Dismantle, clean and disinfect shower heads quarterly.
4.
Provision of Risk Assessments inclusive of: a) Annual update of risk assessment per site. b) Initial risk assessment of new sites.
5.
Provision of a web-based management system to facilitate water treatment system management and the control of Legionella with appropriate access provided to NIE Networks of maintenance and testing records.
Lot 4 - Minor Building Repairs and General Maintenance Services (Electricity Substations and Radio Telecommunications Sites) The Works and Services in this Contract Lot will consist of Minor Building Repairs and General Maintenance Services in respect of all NIE Networks’ Electricity Substations and Radio Telecommunication (RT) Sites across Northern Ireland encompassing the following key activities: 1.
Minor building repairs and associated general works and services and maintenance (inclusive of, but not limited to, repairs of wooden or palisade fences/gates; repairs, replace or clean out sub-station guttering; fitting anti-climbing guards/paint; painting out, or cleaning of, graffiti; painting substations and RT site buildings; and repairing ground damage and minor grounds maintenance).

General joinery services (inclusive of, but not limited to, door repairs, replacement of ironmongery etc.).
Roof repairs (flat and pitched) 3.
General mechanical services and maintenance (inclusive of, but not limited to maintenance and cleaning of sinks, toilets, water pipes, replacement joints etc.).
4.
General electrical services and maintenance (inclusive of, but not limited to, fixed wire and PAT testing, replacement of internal and external lights and fittings etc.).
Substation wiring is excluded from this contract.
5.
Works within NIE Networks Radio Telecommunications Sites (RT’s) are as above.
