Sudan Stability Programme (SSP)

The Foreign, Commonwealth and Development Office (FCDO) are exploring the option to procure a delivery partner/consortium who can lead our work on civil society and protection of civilians in Sudan for The Sudan Stability Programme (SSP). FCDO will be using market feedback from Preliminary Market Engagement (ME) activities to inform the design of the programme. Please note that the programme is subject to changes and approvals. The SSP is a new programme following on from the Sudan Stability and Growth Programme (SSGP), which aims to continue and deepen the UK’s conflict resolution and mitigation work previously delivered. With no permanent UK presence in Sudan and a rapidly evolving conflict environment, the SSP will support local civil society, strengthen civilian protection, and reinforce national and regional diplomatic efforts. Building the conditions for a national-level dialogue with engagement from civil actors.  The SSP’s key objectives are to: • Support grassroots civil society groups and local conflict management as means to promote social cohesion and mitigate protection risks.   • Strengthening local governance institutions and promoting inclusivity, particularly considering women and other marginalised groups. • Countering misinformation, disinformation and hate speech • Producing continual conflict and political analysis that informs programmatic interventions and a broader Thinking and Working Politically approach that supports diplomatic efforts. The SSP is expected to have an overall value of up to £39 million over five years, with this specific component expected to receive approximately £6 million annually. Subject to internal approval and funding confirmation, programme delivery is expected to begin in FY 2027. The EME session will be held on Wednesday 25th March 2026 from 11:00 - 13:00 (UK time). Location: Virtual EME session via Microsoft Team, joining instructions and slides ill be shared closer to the day. To register please use the following link: https://forms.office.com/e/3uWwwQXcgk Purpose of the EME: - Provide suppliers with an overview of the programme parameters, operating assumptions, and overarching theory of change, as well as the anticipated delivery approaches for working in a high risk, low access environment. - Introduce the indicative outcome areas and potential scope of partner activities, including expectations for partnerships and consortia arrangements. - Gather feedback from attendees to inform the design and development of the SSP Business Case and wider programme. FCDO is particularly seeking insights on operating risks in-country, and the feasibility of the proposed grant management approach. A set of targeted questions will be shared in advance of the session for suppliers to consider. Please Note: All information shared during the EME may be subject to change. The programme remains in its early design and development phase, and feedback from this session will play a critical role in shaping the final approach. Attendees are therefore encouraged to engage actively and demonstrate relevant expertise.
