For the purposes of this procurement, a Supplier will be considered “based within Wigan Borough” where it can demonstrate a substantive operational presence within the Borough. This includes, but is not limited to, a staffed office, depot, or service delivery base from which the contract will be performed. Suppliers that do not meet this requirement will not be eligible to participate in this procurement.
