The brief

The City of Wolverhampton Council is seeking organisations to provide Rough Sleeper services across the city until from 1st January 2023 until 31st March 2025.

City of Wolverhampton Council has commissioned rough sleeper services for a number of years.

Following learning from the ‘Everyone In’ initiative and the reduction in the numbers of people sleeping rough in Wolverhampton, proposals have been reviewed to move focus towards prevention work.

The Rough Sleeper Services contract will be split into three lots as detailed below.

The three lots will provide essential services to prevent and relieve rough sleeping for people sleeping rough, people at risk of rough sleeping and people with a history of rough sleeping.

Partnership bids that draw on the existing successful partnership working with this cohort and demonstrate added benefits of secure information sharing within the services will be welcomed.

If a partnership bid was successful, a lead organisation would be expected to subcontract other organisations for delivery against specific lots and/or outcomes.

Fast mobilisation will be mandatory for all three lots with a start date of 1st January 2023
