Torbay Council is exploring the market capability to contract with a supplier for delivery of a Substance Use Peer Outreach Programme.
A Peer Development Programme is currently being delivered in Torbay, with the contract expiring with the existing provider on 16th November 2026.
Going forwards, this contract will be delivered under the name of the Substance Use Peer Outreach Programme, to more accurately reflect the specification of this service.
The Council is seeking to gauge the level of interest from the wider market to deliver this service going forwards for another 16.5 months, from 16th November 2026 to 31st March 2028, with the potential for an extension of 16.5 months until 15th August 2029.
The Torbay Peer Development Programme has provided training and support for people with lived and living experience of substance use, also known as a ‘peer’, to enable them to take an active role in delivering harm reduction interventions to people who use drugs across Torbay.
This Expression of Interest (EOI) opportunity is being conducted by Torbay Council’s external tendering portal: Supplying The South West: ( www.supplyingthesouthwest.org.uk ), and the ProContract system which sits behind this.
