The brief

National Highways has tendered via the Crown Commercial Services HELGA dynamic purchasing system for a contract to invest up to £16.6M of Air Quality Designated Funding in delivery of energy storage systems (ESS) at nine motorway service areas (MSAs) to be delivered by Ameresco reference 2022/S 000-007832 referred to hereafter as the Main Contract.

The Main Contract contributes to the Government's commitment of providing a minimum of six high-powered electric vehicle charge points per English Motorway Service Area (MSA).

The Main Contract will enable the installation of ultra-rapid electric vehicle (EV) charging at locations where electricity grid capacity is insufficient to support delivering the commitment within the required timescales.

This is high priority activity for Government set out as an ambition in the Project Rapid Policy Paper and subsequently committed as a 'key stat' in the Department for Transport's Decarbonising Transport - A Better, Greener Britain .

The Services provide by the Consultant are for continued support to the Client through the Delivery Phase of the project.

The Client awarded the Main Contract to the successful tenderer, referred to hereafter as the Contractor, in December 2022, with delivery of ESS now expected to be completed in mid-2025 to allow high power electric vehicle charging points (HPEVCP) to be commissioned.

This contract is for the Consultant to continue to support the Delivery Phase, and follows on from earlier activities (Tasks T0187, T0322, T0419, T0576 and T0663) and will cover: - the continuing provision of elements of the Engineering and Construction Supervisor service for the Client, as defined in this scope and, referred to hereafter as the Supervisor - Providing continued ad-hoc technical, commercial, or other support for the Main Contract as required by the Service Manager.
