The brief

Sheffield City Council is inviting potential providers to take part in a Soft Market Test to help inform the future commissioning of supported accommodation and housing-related support services for young people under 25 who are at risk of homelessness, are homeless, or are rough sleeping.

We are particularly interested in hearing from organisations with experience, capacity, or innovative ideas relating to supported housing, accommodation development, move-on options, and support models that help young people achieve positive outcomes in relation to safety, independence, education, training, employment, and sustainable housing.

This exercise is not a formal tender or call for competition.

However, responses will help the Council understand market capacity, test emerging proposals, explore potential delivery models, and shape any future procurement activity.

Providers are encouraged to review the information provided and submit a response through the YORtender portal by Friday 11th September 2026.
