What the notice says

Not fully read: this is the notice text; attached documents are not read.

WM Trains Limited is procuring rail depot and servicing works through one advertised works procurement structured in two contractual stages.

Stage 1: PCSA

Under the Pre-Construction Services Agreement (PCSA), the contractor will complete the GRIP 5 design, further develop the design, and price the individual works packages.

Stage 2: ECC

Once those package prices have been developed and consolidated into a single commercial position, the project will proceed to award the NEC4 Engineering and Construction Contract (ECC) on a lump-sum basis for GRIP stages 6 - 8.

The procurement is intended to appoint a contractor for each Lot to provide Stage 1 PCSA services. Stage 2 may follow, subject to the contracting authority's decision, funding, approvals and procurement compliance requirements. The contracting authority does not commit by this notice to award Stage 2.

Please note that it may not be necessary for the successful bidder for each Lot at Stage 1 to undertake all of the GRIP 5 design required for that particular Lot as some elements of the GRIP 5 design may already have been completed by tender award stage. If that is the case, it would be expected that the successful bidder would inherit any GRIP 5 design already completed for a particular Lot and then use that to inform the remainder of the GRIP 5 design required for that particular Lot.

The procurement is divided into the following Lots:

Lot 1 - Coventry Carriage Sidings Stabling and Servicing Facility

Lot 2 - Northampton Riverside CET

Lot 3 - Tyseley Road 12 Permanent Fuelling Apron

Tenders may be submitted for one, more than one, or all Lots, subject to the instructions in the associated procurement documents available at https://www.delta-esourcing.com/respond/EHTJX59C3V.

Please note that the contract start and end dates given for each Lot are provisional and are to be agreed following submission of programmes at the ITN stage. The dates are purely draft and are a guide only ahead of the procurement commencing and may be considerably longer than stated. The start date for each Lot may vary dependent on the availability of GRIP 4 design and not all contracts may be awarded at the same time and not all ITN's issued at the same time following shortlisting at the PSQ stage.

    Planning notice update

Planning notice update published 18 August 2026. Stated change: In the previous Preliminary market engagement notice published by WM Trains Ltd. on 23rd July 2026 it stated that the engagement deadline was 12th August 2026 for any suppliers interested in this forthcoming procurement, it set out the participation arrangements and advised how to express interest. This was incorrect and should have outlined that engagement had already been undertaken in November 2025 and should have set out the nature of that engagement and the outcomes. This has now been addressed and further information is now included in this updated Preliminary market engagement notice so that suppliers are aware of the background. In terms of next steps, WM Trains Ltd. is planning on publishing a Tender Notice in early September 2026 seeking formal expressions of interest and giving details of how to register to attend the supplier day for this procurement shortly afterwards in Birmingham.
