UK supplier guide
AI procurement portal:
which kind do you need?
“AI procurement portal” names two different products. Buyers use one to purchase; suppliers use the other to find and qualify public tenders. Know which you are looking at before you compare features.

What is an AI procurement portal?
Software that uses AI to help one side of a purchase: the buyer running it, or the supplier competing for it.
On the buy side, the phrase usually means a source-to-pay or intake system: requests, guided buying, supplier onboarding, approvals and spend analysis, with AI suggesting categories, suppliers or contract terms.
On the supply side, it means a tender portal that reads published notices and helps a supplier decide which opportunities fit. RFP Quest is this second kind, for the UK public sector.

Which kind of portal fits your job?
Start from the decision you need to make, not the AI label.
| Your job | Portal type | What to check first |
|---|---|---|
| Buy goods or services for a public body | Buyer-side purchasing system or the buyer’s e-sourcing service | Compliance with the Procurement Act and your own procedures; the platform does not replace them. |
| Find UK public tenders worth bidding for | Supplier-side discovery portal | Which registers it reads, whether it separates plans from invitations, and whether each match links to the original notice. Search notices free. |
| Sell AI products or services to the public sector | Supplier-side discovery plus the buyers’ own routes to market | Agreements such as RM6200 Artificial Intelligence and open competitions published on Find a Tender. |
| Submit a response | The buyer’s named e-sourcing portal | The tender documents name it. No third-party portal can submit on the buyer’s service for you. |
How do you choose an AI procurement portal that fits your job?
Decide whether you are buying or selling before comparing any AI features.
- Start with the source01
Name your side
Separate a buyer's purchasing system from a supplier's tender discovery portal. - Define the scope02
List the sources
For a supplier portal, ask which registers it reads and which it excludes. - Read the evidence03
Test on a known notice
Check that a match opens the original notice with its stage, lot and deadline. - Make the decision04
Keep the decision human
Eligibility, price and the bid decision stay with the team's evidence. - Name the next action05
Know the buyer's route
For selling AI, check agreements such as RM6200 and the open competitions on Find a Tender.
A supplier’s review sequence, based on the primary sources below. It is not a measured outcome or a prescribed buyer timetable.
Where does the UK public sector buy AI?
Through open competitions on the central platform and through agreements built for AI, such as RM6200.
The Government Commercial Agency (formerly Crown Commercial Service) runs RM6200 Artificial Intelligence, a dynamic purchasing system that its page shows as active until 23 February 2029 and open to new suppliers applying to join.
It covers general AI applications, augmented decision-making, data and analytics, virtual assistants and chatbots, and a medical AI category for health and social care buyers. Joining an agreement is not a contract: buyers still run their own competitions under it.
- Active, open to new suppliers, runs to 23 February 2029.
- Ten considerations for buyers, from data assessment to explainability and end of life.
- Covered procurements are published on Find a Tender, the central digital platform.
- Using AI to write bids is not prohibited; buyers may ask you to disclose it.
What will a public buyer of AI ask you to show?
The government’s AI procurement guidelines point buyers at data, explainability, governance and the whole lifecycle.
- Before you start01
Use the current documents
Check the primary publication and later changes before using the sequence below. - Check 202
A defined problem and public benefit
The guidelines tell buyers to describe the problem, not a solution, so answer the outcome they state. - Check 303
How your system uses their data
Expect questions on data quality, bias and how data is shared, before price. - Check 404
Explainability and lock-in
Buyers are told to avoid opaque models and vendor lock-in; say how decisions can be explained and how they could leave. - Follow through05
Governance across the lifecycle
Testing, knowledge transfer, support and end of life. Management-system evidence such as ISO 42001 may be relevant where the buyer asks for it.
An editorial order of work, not a buyer's fixed timetable. The current notice and documents determine participation and submission.
What does a supplier-side portal still leave you to read?
The stage, lot and deadline in the buyer’s own notice.
Northumbrian Water’s FA08-31 Commercial Services notice gives £120 million excluding VAT as an estimated framework value across lots, not revenue for one supplier.
The 3 November date is for expressions of interest, not a final tender. A worked example checked 12 October 2026, not a customer or a recommendation to bid; Northumbrian Water · 095006-2026.

Is a portal worth it for your team?
Only if it saves more review time than it costs. Price your own hours first.
This calculates the cost of preparing one bid from your inputs. It does not forecast savings or win rates.
Your bid effort
Starting figures are an illustration, not a measured average or a saving promised by RFP Quest.
£4,000 and 80 team hours each month if you prepare every bid.
Use the estimate to decide how much work to authorise before drafting starts.
It excludes software fees and external costs.
- This bid£2,000
- Other bids this month£2,000
What should an AI portal decide, and what should you?
Let it shortlist and summarise; keep eligibility, price and the bid decision with your team.
