What is the procurement specific questionnaire?

The buyer’s questionnaire for one procurement: confirmation of your core supplier information, extra exclusions information and the conditions of participation.

Information a buyer needs from you

  • On the central digital platform

Core supplier information, stored once and shared with a share code: basic information, economic and financial standing, connected persons and exclusion grounds (Cabinet Office guidance).

Buyers must not ask for this again separately.

  • In the PSQ

What is specific to this procurement: your share code, associated persons you rely on, intended subcontractors, debarment checks and the conditions of participation (Procurement Pathway template).

What does a typical PSQ contain?

What else should you know about Procurement specific questionnaire?

Check these points before committing your team’s time.

What is a PSQ in procurement?
A procurement specific questionnaire. Under the Procurement Act 2023 it collects your core supplier information share code, additional exclusions information and the conditions of participation for one procurement. It does a similar job to the old Standard Selection Questionnaire, according to the Cabinet Office template.
Has the PSQ replaced the SQ?
For procurements under the Procurement Act 2023, yes. Procurements started under the Public Contracts Regulations 2015 continue to use the old documents, including the Standard Selection Questionnaire.
What is a share code?
A code generated on the central digital platform after you declare your core supplier information. You enter it in the buyer's portal so the buyer can see your information. If your information changes, create a new share code. See the registration guide.
Can a buyer ask for information already on the platform?
No. The Cabinet Office guidance says that where information set out in the regulations is missing from the platform, buyers must ask you to provide it there rather than separately.
Is the PSQ scored?
Parts are information only, debarment questions are usually pass/fail, and conditions of participation may be pass/fail or scored. The buyer's response guidance says which.

Where can you check the evidence?

Read the primary publication and the buyer’s current documents before acting.
