What the notice says

Kent and Medway Mental Health NHS Trust (the "Contracting Authority") is awarding a contract for the provision of multi-disciplinary consultancy services to support the delivery of its annual capital programme.

The service will provide comprehensive capital project advisory, planning and programme support across RIBA Stages 0–7, supporting the effective development, delivery, monitoring and governance of the Contracting Authority's capital programme. Services will be delivered across varying clinical environments, including medium secure settings, with full compliance with relevant security, access and safety requirements. The Supplier will provide expert oversight, coordination, reporting and proactive management of project risks, constraints, dependencies and opportunities throughout the project lifecycle.

The Contracting Authority procured this contract via a Further Competition process under the following Framework Agreement:

Provider: ESPO

Title: Property, Building & Infrastructure Advice & Management Services

Ref: 2664_26

Lot: 4 – South of England

A single Contract is being awarded for the full scope of Services as defined in the Specification.

The Contract value represents the Trust’s current estimated expenditure over the Contract Term and does not constitute a guaranteed level of expenditure or a commitment to purchase any minimum volume of Services. Actual expenditure, the volume of Services required and the individual projects commissioned under the Contract may increase or decrease during the Contract Term according to the Trust’s Capital Programme, availability and approval of funding, individual project requirements, operational priorities and available budgets.

The Trust expressly reserves the right during the Contract Term to modify the Contract, including by increasing or decreasing the Contract value, the volume of Services commissioned and/or the scope of individual projects or Services required, where such modification arises from changes to the matters identified above. Any such modification will remain within the overall nature and subject matter of the Contract and will not introduce services materially different from those contemplated by the Contract.

Any modification will be implemented in accordance with the Contract’s applicable variation/change-control provisions and the requirements of the Procurement Act 2023, including Schedule 8, paragraph 1 where applicable.
