Efficiency East Midlands (EEM Ltd) is a procurement consortium which establishes and manages a range of Frameworks and DPS agreements. Our members include organisations providing services to the whole public sector including Housing Associations, Local Authorities, NHS Trusts, Education Providers and Emergency Services. EEM is conducting this tender exercise to establish a dynamic purchasing system (DPS) consisting of consultants to carry out construction, refurbishment, repairs and maintenance related multidisciplinary consultancy services; covering a wide range of specialisms to support our membership.
Consultants can select single, multiple or all consultancy categories when completing their DPS application and will need to consider the services they can offer when completing their DPS application.

Tender notice update published 4 January 2023. Stated change: This corrigendum notice reflects the availability of the DPS open period to all new applicants for the lifetime of the DPS. The closing date was incorrectly given as the initial 30 day application period within the original notice. EEM DPS0010 Consultancy Services will run until the 5th of December 2026 and is open for new supplier applications until this date. To review the DPS requirements and supporting documents and submit an application for our Consultancy Services DPS please follow the steps below : 1) Click the link https://portal.geometrasystems.co.uk/dps 2) Click the link 'Supplier Registration Form' 3) Complete your Account Information and click the 'Register' button 4) You will receive an email with a link enabling you to create a password. 5) Create your password and you be invited to log in 6) Enter your login details at https://portal.geometrasystems.co.uk/Account/Login 7) Click 'DPS Manager' link in middle of screen 8) Select Consultancy Services DPS (DPS0010) follow the links to complete your application questionnaire answering all questions within the application questionnaire and uploading all requested information 9) Once you have answered all questions and uploaded relevant requested information click the 'submit' link.

Tender notice update published 10 August 2023. Stated change: EEM Ltd have changed portal provider and have moved our Consultancy Services DPS from the existing Geometra Systems portal to our new Delta eSourcing portal https://www.delta-esourcing.com/. Approved Consultants on our DPS will be transferred over to Delta and can access the DPS to confirm they want to remain on it using Delta access code: 74R4JMEW62 and selecting to remain on the DPS. Consultants who are not on our DPS but are interested in applying can submit an application to join by completing the DPS Application Questionnaire that you can access on the Delta portal using access code: 66FM975NJ2. All other details regarding this DPS remain as previously advertised under the original contract notice and previous corrigendum notices.

Tender notice update published 11 April 2025. Stated change: Efficiency East Midlands Ltd (EEM) are extending this DPS in accordance with Public Contract Regulations 2015 regulation 34 (28) and transitional and saving regulations. The end date of this DPS will now be 23rd February 2029. The extension will support to facilitate above and below threshold awards that the EEM membership wish to utilise the DPS for whilst also giving SME's and other organisations opportunity to join the DPs and participate in mini competition opportunities. The extension will also allow an appropriate amount of time to consult with our membership and the market to design and procure an appropriate replacement to this DPS under the Procurement Act. Any contract awarded under the DPS will continue until it comes to an end and will be managed by the PCR (even if the DPS has terminated prior to that point).
