The brief

Neath Port Talbot County Borough Council (NPTCBC) are planning to procure a multi-Lot Minor Works Open Framework in the next few months and wish to use this UK2 Pre-Market Engagement Notice to invite suppliers to attend a Business Wales-supported ‘Meet The Buyer’ event at Blanco's Hotel & Restaurant, Green Park, Port Talbot SA12 6NT https://www.blancoshotel.co.uk/ on the morning of Wednesday 2nd September 2026 (tea/coffee provided from 8.30am to be ready to start at 9.30am until 1pm.).

NPTCBC wish to use this preliminary event to engage with the current supplier market regarding the potential opportunities available within the proposed Minor Works Open Framework Lot categories below: 1.

Roofing; 2.

Specialist Flooring; 3.

Scaffolding; 4.

Mechanical a) Air-conditioning; b) Heating; c) Plumbing; 5.

Electrical; 6.

General Minor Works below £50,000; 7.

General Minor Works between £50,000 and £250,000; 8.

Fencing; 9.

Glazing; (please note that the above list may be subject to change prior to the tender going live) NPTCBC officers will outline the scope of Minor Works along with the proposed Lotting structure detailed above, as well as the Open Framework procurement process and the provisional timetable from live publishing through to final award.

The Social Value elements required by the framework in relation to each Lot will also be discussed, with Business Wales in attendance to provide advice and guidance on how to bid for opportunities through Sell2Wales Companies involved in the provision of the above categories are warmly invited to attend this pre-market engagement event which will include initial presentations and then opportunities for suppliers to break into discussion groups with NPTCBC officers.

This informal opportunity will include typical examples of the types of construction and maintenance works likely to be included within the framework scope, as well as the call-off processes and Open Framework re-assessment procedures.
