The brief

University Hospitals of Leicester NHS Trust (UHL) is commencing a programme of Pre- Market Engagement in relation to the future operation of a new Urgent Treatment Centre (UTC) located at Leicester Royal Infirmary (LRI).

UHL is currently undertaking a significant programme of investment in its urgent and emergency care estate, including the development of a new purpose-built UTC at Leicester Royal Infirmary.

The facility is expected to become operational in late 2027 and will form an important component of the Trust's wider urgent and emergency care strategy.

The proposed UTC will provide assessment and treatment for patients presenting with minor illness and injury and will work alongside existing urgent and emergency care services across Leicester, Leicestershire and Rutland.

As part of our planning process, UHL is currently undertaking an options appraisal to determine the most appropriate operating model for the future service.

One of the options under consideration is the engagement of an external provider to support delivery of elements of the service.

Before any decisions are made, the Trust wishes to engage openly with the market to better understand provider perspectives, test the developing service specification, and obtain indicative cost information to inform our evaluation.
