Background/Context Local authorities are required to undertake a full assessment of the childcare provision in their area every five years.
This is done through the production of a Childcare Sufficiency Assessment (CSA).
Through the CSA, the local authority will need to assess the local childcare market to develop an understanding of parents’ current and future need for childcare.
The local authority will compare the assessment of parents’ demand for childcare with information about the current and planned availability of childcare provision across the local authority area.

Scope of Work The contract holder will be responsible for collating and analysing data and providing a narrative on the demand, supply and gaps in childcare in Wrexham from a variety of sources, including, but not limited to, population data, Care Inspectorate Wales Self-Assessment of Service Statement, survey results, and consultation feedback.

The contract holder will be responsible for providing a full assessment document, a summary document and a five-year action plan.
The five-year action plan will be developed in conjunction with key partners identified by Wrexham County Borough Council (WCBC).
All documents produced must be fully accessible in line with accessibility guidance.
The contract holder will not be responsible for undertaking any survey or consultation work.
This will be carried out by Wrexham County Borough Council through the Prevention and Service Development Team.
Wrexham County Borough Council will be responsible for the translation of all documentation following the completion of the work by the contract holder.
The contract holder and representatives from Wrexham County Borough Council will be required to meet weekly to review progress.
All work will need to be completed and handed over by 5pm on 16th December 2026.
