The provider will work in partnership with Hartlepool Borough Council (HBC). This is a partnership between HBC and the provider, delivering an integrated substance misuse treatment service. HBC provide both care coordination and Psychosocial interventions (PSI), alongside the provider who provide clinical and PSI services. The service aims to provide clinical and PSI interventions to support a recovery focused, client centred culture across the system, working alongside other services, service users and their families to empower them to be an active part of their recovery from substance misuse. The service will embed partnerships and collaboration across the system which addresses the wider determinants of health and enable service users and their families to achieve lasting recovery from substance misuse. The service will provide an integrated, trauma informed approach which addresses the broader vulnerabilities and health needs of the individuals and their families experiencing substance misuse and will work to reduce harms from substance misuse.

This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. This contract has now been formally awarded using direct award process C. Hartlepool Borough Council awarded a contract to an existing provider following Direct Award C (under PSR) for the period 1st September 2025 - 31st August 2028 with options of two 12 month contract extensions dependant on performance and available funding; with a value of £6,108.995 The standstill period expired with no issues raised
