When this comes round again

Northern Ireland Assembly Commission has published 3 IT Services notices, about every 4 months. On that rhythm the next one is expected around December 2026.

13% of Northern Ireland Assembly Commission’s awards go to a supplier it has used before.

Which is the argument for getting on the list rather than winning this one. The incumbent is rarely the last winner — it is the roster. See the retention odds by category →

The brief

The Northern Ireland Assembly Commission is considering the future provision of its Human Resources (HR), Payroll and Finance systems and associated services.

The potential requirement is expected to support a broad range of HR, Payroll and Finance functions, including employee and manager self-service, financial management, payroll, pensions, recruitment and onboarding, workforce management, purchasing and payment processes, reporting and management information.

Associated services may include implementation, configuration, data migration, integration, testing, training, software licensing or subscription, ongoing support and maintenance.

At this stage, the Assembly Commission has not determined a preferred technical solution or delivery model.

Preliminary market engagement is being undertaken to understand available market solutions, delivery and implementation approaches, commercial models and indicative costs, and to inform the Business Case and any subsequent procurement.
