The brief

The Health and Safety Executive (HSE) intends to go to market for a supplier to provide calibration, maintenance, logistics, and support services for a wide range of measurement instruments and protective equipment used by inspectors, specialists, and scientists across Great Britain.

This notice provides an overview of the scope of services and expectations to inform potential suppliers ahead of the formal tender process.

The contract is expected to run for an initial three-year period, with options to extend for up to two additional one-year periods.

SERVICE OVERVIEW: HSE relies on calibrated equipment to support regulatory activity, scientific work, and enforcement action, including evidence that may be scrutinised in court.

The supplier will be responsible for delivering a reliable, accredited, and auditable calibration service, ensuring equipment is available, and fit for purpose at all times.

SCOPE OF SERVICES: Calibration and Maintenance: Delivery of a managed annual calibration programme; calibration-on-request services; maintenance, functional checks, PAT testing, and consumable replacement; use of UKAS-accredited laboratories where required; immediate reporting of failures; provision of digital calibration certificates.

Equipment Exchange Programme: Management of an annual equipment exchange programme.

Storing and managing spare calibrated equipment belonging to HSE and overseeing dispatch, return, and re-issue to minimise operational disruption.

Logistics and Transport: Secure packaging, collection, storage, and delivery of equipment, including compliance with legislation governing the transport of dangerous goods.

Approximate space required for current storage needs is 10 cubic metres.

Online Systems and Data: A secure, accessible web-based portal enabling calibration requests, asset management, tracking, certificate access, and automated reminders; role-based access for approximately 50-100 users; daily backups; data export or API functionality.

Support and Contract Management: Helpdesk support for users; a designated contract manager; quarterly performance reviews; provision of management information; monitoring against agreed key performance indicators.

COMPLIANCE AND ASSURANCE: Suppliers must demonstrate compliance with recognised standards including ISO 9001, ISO 45001 and ISO/IEC 17025 (or equivalent), support audits and legal scrutiny, and accept that HSE retains ownership of all equipment and data.

WHAT HSE IS SEEKING: HSE is seeking a supplier with proven technical competence, strong digital and logistics capability, and a proactive, customer-focused approach to service delivery and continuous improvement.
