When this comes round again

Guildford Borough Council publishes Engineering & Architecture work continuously — 36 notices, roughly one every 37 days. This is a stream to watch, not a cycle to wait for.

19% of Guildford Borough Council’s awards go to a supplier it has used before.

Which is the argument for getting on the list rather than winning this one. The incumbent is rarely the last winner — it is the roster. See the retention odds by category →

The brief

Guildford Borough Council is seeking to appoint suitably qualified and experienced consultancy providers to support the delivery of the Weyside Urban Village (WUV) regeneration programme, one of the Council's largest and most significant regeneration projects.

Weyside Urban Village is a major mixed-use regeneration scheme that will deliver approximately 1,550 new homes, including affordable housing, together with commercial and retail space, community facilities, strategic infrastructure, public open space and environmental enhancements.

The procurement is divided into two Lots: Lot 1 – Strategic Lead Provision of strategic programme leadership and advisory services, including programme governance, funding and compliance management, business case and assurance oversight, strategic stakeholder engagement, programme coordination and support for the successful delivery of the Council's regeneration objectives.

Lot 2 – Development Manager Provision of development management services to support the planning and operational delivery of the programme, including coordination of design, procurement and construction activities, management of consultants and contractors, land disposal, estate management planning and the coordination of multiple delivery workstreams.

Tenderers may submit a tender for one or both Lots.

Each Lot will be evaluated independently and the Council reserves the right to award one or both Lots to the same supplier or to different suppliers.

The successful supplier(s) will work collaboratively with the Council, its professional advisers, statutory undertakers, funding partners, contractors and other stakeholders to support the successful delivery of this complex, long-term regeneration programme.

The procurement is being conducted as a single-stage Open Procedure under the Procurement Act 2023.

Tenderers will be required to submit their completed Procurement Specific Questionnaire (PSQ), quality responses, social value proposal and commercial submission as part of their tender.

The contract will be awarded to the tenderer submitting the Most Advantageous Tender (MAT), based on the published evaluation criteria and weightings.

Further details of the Council's requirements are contained within the procurement documentation.

Social valuePolicies & commitments
Tenderers will be required to submit their completed Procurement Specific Questionnaire (PSQ), quality responses, social value proposal and commercial submission as part of their tender.

Matched against the notice text, so this is a floor — the tender pack will demand things the notice never mentions. “Says must” means the quoted sentence itself used obligation language; anything ambiguous is left as a mention.
