When this comes round again

North of England Commercial Procurement Collaborative has published 56 notices across all categories, and 10% of its awards go to a supplier it has used before.

Which is the argument for getting on the list rather than winning this one. The incumbent is rarely the last winner — it is the roster. See the retention odds by category →

The brief

This engagement has defined the scope and requirements for the re-procurement of the current framework agreement CPC Drive - Vehicle Leasing and Salary Sacrifice Scheme (NOE.0524).

The re-procurement of the Framework is planned as follows: CPC Drive: Salary Sacrifice for Cars, Vehicle Leasing and Vehicle Hire: • Lot 1 - Salary Sacrifice and Lease Cars - Employee Contribution • Lot 2 - Lease of Vehicles up to 3.5 tonne • Lot 3 - Hire of Vehicles up to 3.5 tonne NOE CPC intend to issue a tender under the Procurement Act 2023 to establish a Framework following the competitive flexible procedure procurement route.

Prior to issuing a Tender Notice (UK4) NOE CPC are issuing this Preliminary Market Engagement Notice (UK 2) to share with the market the intended framework terms and associated call-off terms.

The Central Digital Platform is an online portal which will make it easier for suppliers to find and bid for contracts, and for buyers to meet their transparency commitments under the Procurement Act 2023.

Suppliers are encouraged to register their organisation in advance of a tender opportunity being published. https://www.gov.uk/government/publications/procurement-act-2023-short-guides/suppliers-how-to-register-your-organisation-and-first-administrator-on-find-a-tender-in-three-easy-steps-html

Matched against the notice text, so this is a floor — the tender pack will demand things the notice never mentions. “Says must” means the quoted sentence itself used obligation language; anything ambiguous is left as a mention.
